Job Specifications

  • Officers are responsible to their Deputy Director, for developing, implementing, and reviewing human resource and administration policies, strategies, regulations, guidelines, and procedures; coordinating human resource training and development programmes; staff compensation and benefits schemes and performance management systems.

Duties and responsibilities will entail;

  • Coordinate the formulation, implementation and review of HR strategies, policies, regulations, systems and programmes in line with the Authority’s mandate and applicable public service requirements.
  • Oversee human resource planning, workforce development, staff establishment and career management, including implementation and review of Human Resource Career Guidelines.
  • Lead the identification, design, implementation, monitoring and evaluation of training and development programmes based on organisational and individual staff needs.
  • Oversee staff induction and onboarding, employee welfare, employee relations, staff discipline and initiatives that promote a productive and harmonious workplace.
  • Supervise payroll administration, reconciliation of staff complement and establishment, processing of non-payroll deductions, and timely preparation and submission of statutory deductions.
  • Oversee the development, maintenance and updating of the HR database, HR information management systems and internal HR communication mechanisms.
  • Coordinate the annual performance target-setting process and facilitate implementation of approved performance management requirements.
  • Ensure compliance with statutory and regulatory requirements relating to occupational health and safety, HIV/AIDS, alcohol and substance abuse, gender and disability mainstreaming, and other workplace obligations; and serve as Secretary to the Training Committee.
  • Oversee staff separation and processing of pension claims, while supervising, mentoring, training and developing staff under the officer’s supervision.

Person Specifications

For appointment to this grade a candidate must have: -

  • A minimum period of eight (8) years in relevant work experience and at least three (3) years in supervisory role in a position in the Public Service or Private Sector;
  • Master’s degree in Human Resource Management or any other relevant qualifications;
  • Bachelor’s degree in Human Resource Management or equivalent qualifications;
  • Management course lasting not less than four (4) weeks from a recognized institution;
  • Membership of the Institute of Human Resource Management; and
  • Proficiency in computer applications.
