About the Role 

  • Our Client is looking for a qualified HESQ Officer to lead on-site health, safety, environment and quality compliance protecting workers, upholding Clients’ Golden Rules, and driving a zero-incident safety culture across warehouse, blending and loading operations. 

Key Responsibilities 

  • Implement, maintain and continuously improve Clients’ HESQ policies, plans and procedures across all contractor activities on site, aligned with ISO 45001/ISO 14001 principles where applicable. 
  • Deliver and track safety inductions, site-specific hazard-identification and emergency-response training for all workers before they commence duties, and maintain up-to-date training matrices. 
  • Conduct regular hazard identification, risk assessments (HIRADC) and job hazard analyses for all operational activities, and develop safe systems of work and permit-to-work procedures for high-risk tasks. 
  • Conduct routine site inspections, safety audits, and PPE compliance checks across warehouse, blending, loading and vessel-side operations; maintain PPE distribution registers and audit trails. 
  • Lead incident and near-miss reporting, investigation and root-cause analysis, ensuring corrective action plans are submitted and closed out within required timelines. 
  • Enforce Clients’ Golden Rules with zero tolerance, escalating violations per the penalty and disciplinary matrix and coordinating any required work suspension pending investigation. 
  • Coordinate spill response, dust suppression, noise monitoring and waste-segregation compliance in blending, bagging and rebagging areas; ensure spill kits are accessible at all handling points. 
  • Maintain HESQ documentation, incident registers, and compliance logs in a format ready for internal and external audits, including Clients’ own audit rights.
  •  Liaise directly with Clients’ internal HESQ team on all safety matters, represent the contractor at HESQ review meetings, and support preparation for quarterly scorecard reviews. 
  • Coordinate drug and alcohol testing, first-aid provisioning, and fire marshal coverage to ensure a minimum of two certified first aiders/fire marshals are present on site per shift. 
  • Champion a positive safety culture on site through coaching, toolbox talks, and visible safety leadership. 

Qualifications & Experience 

  • Diploma or Degree in Occupational Health & Safety, Environmental Science, or related field. 
  • Minimum 3–5 years HSE experience in an industrial, warehouse, port, or manufacturing environment; fertilizer or bulk-commodity handling experience strongly preferred. 
  • Demonstrated track record of zero unresolved safety incidents in the last 24 months. 
  • Strong training, auditing, investigation and stakeholder-influencing skills.
  • Proficiency in MS Office and incident-management/reporting tools. Mandatory Certifications
  • NEBOSH, IOSH, or an equivalent recognized occupational health & safety qualification (mandatory). 
  • Familiarity with IFA Fertilizer Safety guidelines and ISO Integrated Management System (IMS) certification is advantageous. 
  • First Aid and Fire Marshal certification (or willingness to obtain a minimum of two certified first aiders/fire marshals must be on site per shift).
