About this role
Qualifications Education/training:
- University degree in law, public policy, information governance, data protection/privacy, political science, digital governance, or related field.
- Language: C1-level language proficiency in English
- General professional experience: 3 years in digital governance, data governance, policy design, digital public infrastructure
- Specific professional experience: 3 years in designing or implementing participatory data governance, consent frameworks, data- sharing agreements, or digital ID/data-wallet initiatives
- Regional experience: 3 years in Latin America or Africa or Asia Development Cooperation (DC) experience:
- 3 years in DC-funded projects or technical assistance on governance, regulatory reform, or digital public goods.
- Other: 3 years of experience with smallholders or agricultural MSMEs and specialist EUDR knowledge.
Key Roles
- WP1: Adapt participatory data governance framework to country/commodity context; map legal/regulatory requirements and advise on compliance risks; define data stewardship roles, accountability and grievance/redress mechanisms; draft consent models, data-sharing agreements and role-based access policies; define metadata, provenance and audit requirements; design governance KPIs; facilitate multi-stakeholder consultations and document outcomes.
- WP2: Translate consent and governance rules into application workflows; specify audit/ provenance logging and consent lifecycle requirements for the data wallet; review UI/UX flows for legal and policy compliance.
- WP3: Operationalize consent capture, data-sharing agreements and grievance procedures in the field; monitor governance KPIs and compliance during pilots; produce SOPs, policy briefs and governance documentation for pilot adoption.
- WP4: Deliver governance training and templates (consent forms, data-sharing agreements, SOPs); prepare policy briefs and guidance for scaling governance models.
