Qualifications.
For appointments to this grade, a candidate must have;
- At least fifteen (15) years cumulative work experience, five (5) of which should have been at the senior management level or in a comparable position in public or private sector;
- Bachelors Degree in Human Resources Management, Sociology, Public Administration, Business Management/Administration or equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: Human Resource Management, Business Administration (Human Resource) or equivalent qualification from a recognized institution;
- Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized Institution;
- A valid practicing License where applicable;
- Demonstrated merit and ability as reflected in work performance and results; and
- Fulfilled the requirements of Chapter Six (6) of the Constitution
OR
- Bachelor’s degree in social science with a Diploma or Post Graduate Diploma in Human Resource Management, ICT, Public Administration or equivalent qualification from a recognized institution;
- Master’s Degree in any of the following disciplines: Human Resources Management, ICT, Public Administration or Equivalent qualification from recognized Institutions;
- Leadership Course from a recognized Institution;
- Membership to a relevant professional body (IHRM) or its equivalent qualification from a recognized Institution;
- A valid practicing license where applicable;
- Demonstrated merit and ability as reflected in work performance and results; and
- Fulfils the requirement of Chapter Six (6) of the Constitution.
Duties and Responsibilities.
Duties and responsibilities at this level will entail;
- Implement policies, strategies, procedures, standards and guidelines in the provision of Human Resource Management and Development, Administration and Information Communication Technology services;
- Coordinate functions of support services of Human Resource Management and Development, Administration and Information Communication Technology;
- Provide technical advice and guidance in all matters relating to Human Resource Management and Development, Administration and Information Communication Technology;
- Conduct and facilitate training and research in the Directorate;
- Lead change management process across all relevant departments;
- Ensure adequate internal controls and compliance with the applicable laws policies and procedures;
- Analyze monitoring and evaluating functions related to Human Resource Management and Development, Administration and Information Communication Technology Services;
- Spreadhead the preparation of Board papers on matters relating to Human Resources Management and Development, Administration and Information and Communication Technology Services;
- Oversee the preparation and management of records and accountable documents relating to corporate services;
- Ensuring prudent utilization of resources; and
- Overseeing the training and development of staff in the Directorate.
Remuneration will be in accordance with NLAS Salary Scale;
Salary Scale: Ksh. 225,197 x 22,823 – 248,020 x 22,825 – 270,845 x 22,825 – 293,670 x 22,825 – 316,495 x 22,825 – 339,320 x 22,825 – 362,145 x 22,825 – 384,970 x 22,825 – 407,795 p.m.
